    "no_joint_participation_justification": "De conformidad con lo dispuesto por el artículo 45 de la Ley de Adquisiciones, Arrendamientos y Servicios del Sector Público, así como por el artículo 88 de su Reglamento, las personas interesadas podrán presentar proposiciones conjuntas, sin necesidad de constituir una nueva sociedad, siempre que cumplan con los requisitos, formalidades y documentación previstos en la Ley, el Reglamento y la presente convocatoria\n\nPara el presente procedimiento, la Convocante determina que no resulta necesaria la participación conjunta, en virtud de que el objeto de la contratación consiste en la adquisición de vehículos cuyas especificaciones técnicas, funcionales y operativas permiten su ejecución integral por un solo proveedor que acredite contar con la capacidad técnica, legal, administrativa, financiera y de experiencia suficiente para cumplir con la totalidad de las obligaciones derivadas del contrato.\n\nLo anterior obedece a que la presente contratación tiene por objeto la adquisición de vehículos, por lo que resulta indispensable contar con un único proveedor responsable del suministro de las unidades, el cumplimiento de las especificaciones técnicas, la entrega en tiempo y forma, la garantía de fábrica y la atención de cualquier eventualidad derivada del contrato. Ello permite asegurar la uniformidad de los bienes adquiridos, la adecuada administración de las garantías, la trazabilidad de las obligaciones contractuales, la continuidad en el proceso de entrega y la correcta asignación de responsabilidades durante la ejecución del contrato.\n\nEn consecuencia, la participación conjunta no constituye un requisito para la adecuada ejecución del objeto contractual ni representa una condición necesaria para obtener las mejores condiciones para el Estado; sin embargo, en caso de que los interesados opten por presentar una proposición conjunta, ésta será admitida siempre que cumpla íntegramente con lo previsto en el artículo 45 de la Ley, el artículo 88 de su Reglamento y las demás d"
