    "no_joint_participation_justification": "Para el presente procedimiento, la Convocante determina que no resulta necesaria la participación conjunta, en virtud de que el objeto de la contratación consiste en la prestación del servicio de análisis de geolocalización cuyas especificaciones técnicas, funcionales y operativas permiten su ejecución integral por un solo proveedor que acredite contar con la capacidad técnica, legal, administrativa, financiera y de experiencia suficiente para cumplir con la totalidad de las obligaciones derivadas del contrato.\n\nLo anterior obedece a que la contratación requiere un único responsable de la arquitectura, desarrollo, implementación, configuración, interoperabilidad, migración de información, capacitación, soporte técnico, garantía y mantenimiento, a fin de asegurar la integridad funcional del sistema, la trazabilidad de las obligaciones contractuales, la continuidad operativa, la adecuada administración de riesgos y la correcta asignación de responsabilidades durante la ejecución del contrato.\n\nEn consecuencia, la participación conjunta no constituye un requisito para la adecuada ejecución del objeto contractual ni representa una condición necesaria para obtener las mejores condiciones para el Estado; sin embargo, en caso de que los interesados opten por presentar una proposición conjunta, ésta será admitida siempre que cumpla íntegramente con lo previsto en el artículo 45 de la Ley, el artículo 88 de su Reglamento y las demás disposiciones establecidas en la presente convocatoria."
